Unlike Harry, who had the loyalty of all three Hallows at the time of his self-sacrifice, Dumbledore’s possession of the Hallows was fragmented and not aligned with the selfless use that defines a true Master of Death. Furthermore, Dumbledore himself admitted to Harry that he would not have been the right person to wield them all due to his earlier intentions and flaws.

He never had all three he had cloak all the way through the stone was shown only before the fight in the forest which he then dropped so no one could have it and didn’t have the
wand until after killing voldamort
